Responsible U.S. Agencies

There are two relevant US agencies:

(1) The Consumer Products Safety Commission (CPSC); the CPSC regulates the labeling of portable generators. This applies to all generators sold in the US, including those manufactured elsewhere. Performance of generators is addressed through voluntary standards. The CPSC has proposed legislation pending that would address performance standards specifically.

(2) U.S. Department of Energy in some cases, via the Energy Policy and Conservation Act (EPCA). To determine if a specific electric motor intended for import into the U.S. is covered under the Energy Policy and Conservation Act (EPCA), please see 10 CFR Part 431 ENERGY EFFICIENCY PROGRAM FOR CERTAIN COMMERCIAL AND INDUSTRIAL EQUIPMENT Subpart B_Electric Motors Sec. Performance and Certification (NOT CURRENTLY MANDATORY UNLESS THE MOTOR IS COVERED UNDER EPCA - SEE ABOVE)

Currently, there are no mandatory performance standards. CPSC participates as a non-voting member on Underwriters Laboratories (UL) Standards Technical Panel (STP) for UL 2201 Portable Engine-Generator Assemblies, which UL issued as a standard in March 2009. This standard includes Covers the electric shock, fire, and casualty aspects associated with the mechanical performance and the electrical features of portable engine-driven generator assemblies. Staff's primary interest is to reduce the carbon monoxide (CO) poisoning hazard associated with this product. As of June 2010, the CPSC databases contain records of at least 542 deaths from CO poisoning associated with consumers' use of generators in the period from 1999 through 2009.

CPSC Staff recommend that requirements be developed to address consumer exposure to unsafe CO emissions. Staff also advocates the establishment of requirements for safe outdoor use of generators in rain or other wet conditions, to reduce the potential risk of shock or electrocution and to help reduce the incidence of consumers improperly using generators in indoor locations. UL 2201 currently has requirements for rainproof enclosures, weather-resistant and weather-protected receptacles, and ground-fault circuit-interrupters on 125-volt AC output circuits.
