All tobacco products sold in Australia, including cigars, must comply with
the system of health warnings set out in the Trade Practices (Consumer
Product Information Standards) (Tobacco) Regulations of 1994. The health
warnings system requires:

- One of six rotating health warnings printed in black on a white background occupying the top 25% of the front of the pack. The six health warnings are:
SMOKING CAUSES LUNG CANCER
SMOKING IS ADDICTIVE
SMOKING KILLS
SMOKING CAUSES HEART DISEASE
SMOKING WHEN PREGNANT HARMS YOUR BABY
YOUR SMOKING CAN HARM OTHERS
detailed health information (corresponding with the front of pack
warning) printed in black on a white background occupying the top
33% of the back of the pack; and
information about the tar, nicotine and carbon monoxide content of
cigarettes (specifically, the average yields of these substances and
an explanation of their health effects) printed in black on a white
background and occupying one side of the pack.

In June 2004 the Australian government approved new graphic health warnings which will provide smokers with information on an expanded range of health effects in a new, colour graphic format and encourage them to think about quitting. The new health warnings will be introduced as new regulations made under the Trade Practices Act 1974 which are expected to the gazetted later this year.

The new health warnings measures include: A new set of 14 health warnings comprising graphic images and explanatory messages which cover 30% of the front and 90% of the back of the pack, with graphics to appear on both the front and back of cigarette packets; Inclusion of the national Quitline number and website address on the back of packs to provide a contact for smokers for assistance with quitting;
A new rotation system for health warnings in order to optimise consumer learning and awareness of the health effects of smoking. This involves the rotation of each set of 7 warnings alternatively, every 12 months. Warnings are also rotated within brands over each 12 month period;
Removal of the requirement for manufacturers to list average levels of tar, nicotine and carbon monoxide yields on the side of pack.

Instead a qualitative information message on the health effects of chemicals in tobacco smoke will be required on the side of the pack.

This change will highlight that there is no safe cigarette;
An 18 month phase-in period from date of gazettal, during which time both the current or the new requirements will operate, thereafter only new health warnings may be displayed on product packaging; and a set of cigar-specific health warnings to be displayed on cigar packaging to increase the awareness of consumers of the health risks of smoking cigars.
