In the European Union, tobacco products have to comply with Directive 2001/37/EC (see Annex 1): Annex 1 EN - Manufacturing Directive
This Directive has been implemented in the Netherlands, partly via the:
* aanduidingenbesluit tabaksproducten (Annex 2): Annex 2 EN - Aanduidingenbesluit
* regeling lijsten tabaksingrediënten (Annex 3):
Annex 3 NL - SC39657. I'm sorry, but this text is only available in Dutch. as well as partly via a change in the Tobacco law.
Furthermore the excise law applies to cigars as well, for example as regards the stickering of excise stamps on packs of cigars.
